Make sure that Thread count is set to 1 under settings - common settings - mailer tab. Note that you can set speed limit specifically for a single smtp server if you have multiple servers added. In this case change Simultaneous connections to server and other speed limit settings under SMTP tab. As soon as Simultaneous connections to server is changed Threads and speed restrictions under Mailer will be ignored.
